Exchanging a Foreign Driver's License in Poland
When you must exchange your foreign driving licence for a Polish one, the simplified rules for Ukrainians and Belarusians, and how to apply.

When exchange is required
Foreigners resident in Poland must generally exchange their driving licence for a Polish one within 6 months of taking up residence, if the licence was issued by a country that has a reciprocal agreement with Poland. This is done at the Starostwo Powiatowe (county office) for your address.
Licences from EU/EEA countries can be used without exchange while valid, and exchanged voluntarily at any time.
Ukrainians and Belarusians
Special temporary-recognition regulations apply. Ukrainian licences are recognised for driving in Poland; exchange is simplified and often does not require re-taking the driving test. Belarusian licence holders should verify current rules with the Starostwo, as recognition depends on the bilateral arrangement in force — cite the specific rozporządzenie (regulation) when applying.
What to bring
- Valid foreign licence (original).
- Passport and proof of residence (PESEL, karta pobytu, zameldowanie).
- Certified translation of the licence (if not in English or a Slavic language) by a sworn translator (tłumacz przysięgły).
- Medical certificate (orzeczenie lekarskie) from an authorised doctor.
- Photograph.
- Fee.
If your country has no agreement
You cannot exchange; you must apply for a new Polish licence, which requires passing the theory and practical exam (available in several languages on request at some examination centres). Confirm availability at your local WORD (Wojewódzki Ośrodek Ruchu Drogowego).
Driving on an international permit
An International Driving Permit (IDP) supplements but does not replace your national licence and does not exempt you from the exchange requirement above.

- Ukrainian driving licences remain recognised in Poland under special regulations. You may drive on your Ukrainian licence; exchange is optional but recommended for long stays. Confirm the current status with the Starostwo, as regulations are updated.
- Can I keep my original licence after exchange?
- When you exchange, your original licence is returned to the issuing country's authority by the Starostwo. You may instead apply for a new Polish licence without exchanging if you prefer to keep the original, but you must pass the Polish driving exam.
