What is a PESEL?
PESEL (Powszechny Elektroniczny System Ewidencji Ludności) is the 11-digit national identification number used in Poland. You need it to open a bank account, sign an employment contract, register with the tax office, see a doctor under the public health system (NFZ), and register your address (zameldowanie).
Who must get one
- EU/EEA nationals staying in Poland for more than 30 days.
- Non-EU nationals who receive a residence permit, work permit, or register a stay.
- Children born in Poland to foreign parents — issued automatically with the birth certificate, but you should confirm.
Where to apply
At the municipal office (urząd gminy / urząd miasta) for your registered address. In Warsaw this is any biuro obywatela; in smaller towns the local urząd. Many offices now accept applications through the mObywatel app and the gov.pl portal once you have a verified profile.
What to bring
- Passport or national ID (original + copy).
- Completed application form (available in Polish; ask for the English template at the desk).
- Proof of address if you have one (rental contract, hotel confirmation).
- For children: birth certificate and parents' IDs.
After you receive it
You can lock your PESEL against misuse (zastrzeżenie PESEL-u) free of charge through the mObywatel app, the gov.pl portal, or at a municipality office — recommended to prevent identity fraud.
Practical tip
If you do not speak Polish, bring a Polish-speaking friend or a translator. Forms and service instructions are primarily in Polish, though local offices and translated materials vary; assistance at the desk is generally available but not guaranteed in other languages.
